Feltner was well regarded as a prep at Cleveland-area powerhouse Walsh Jesuit High and he was drafted in the 25th round by the Blue Jays. He opted to instead enroll at Ohio State, where he had mixed results his first two seasons. He in 2017 had a breakout summer in the Cape Cod League, where he held opponents to only one unearned run in 13 appearances and was named reliever of the year. He carried that momentum into his junior year in Columbus and has found success in Ohio State's rotation. Feltner generates easy velocity and throws his fastball 93-97 mph. His fastball is fairly straight, however, and he gets squared up more often than would be expected. He mixes in a split-changeup, which he throws to both righties and lefties, and a fringy slider. He has done a better job in the last year of commanding his fastball, but he is still averaging four walks per nine innings--a rate that will need to continue to improve. Feltner, who is listed at 6-foot-4, 190 pounds, has the size, stuff and arm action to start. But after finding success at the back of the bullpen, he may be better suited for short stints.

Track Record: The Ohio Gatorade player of the year his senior year in high school, Feltner split time between the bullpen and rotation at Ohio State. He struggled with command early in his 2018 junior season but finished strong, working six shutout innings against Iowa in the Big Ten Conference elimination game. He started in his pro debut at Rookie-level Grand Junction but was limited to 30.2 innings in nine starts, which was part of the Rockies' plan to limit work in pitchers' first years of pro ball.
Scouting Report: Feltner has a three-pitch mix with his fastball, slider and changeup. He showed the ability at Grand Junction to consistently throw strikes. He sits at 94-95 mph with his fastball but projects to add some velocity in pro ball. The breaking pitch is a bit of a cross between a curve and slider, but the focus will be on creating a true slider to supplement his fastball/changeup mix.
The Future: Some scouts speculated last spring that Feltner would wind up in the bullpen, but the Rockies saw enough in his time at Grand Junction to give him every chance to be a mid-rotation starter. He has the size and durability. The key will be the development of his breaking pitch.

But Feltner recorded a microscopic 0.88 ERA with an outstanding 39-to-4 strikeout-to-walk ratio, quite the improvement from his final college season when he averaged more than four walks per nine innings. The righthander brings a mid-90s fastball that shows potential to be a plus pitch thanks to its velocity and arm-side life. His changeup also has plus potential thanks to late run and advanced deception. His slider is inconsistent but has potential to be average. “His demeanor is what’s going to separate him. He’s a guy who gets on the mound and he carries himself like a first-rounder,” Grand Junction manager Jake Opitz said.
