From the same high school in Owasso, Okla., as top Orioles prospect Dylan Bundy, Webb looked like a potential early pick in 2014 before tearing his UCL three starts into his senior season. Already old for his draft class, Webb didn't play in 2015, rehabbing from Tommy John. The Indians still drafted him in 2015 in the 38th round, but Webb honored his commitment to South Carolina, debuting as a rare 21-year-old freshman. Webb has excelled as the Gamecocks' Saturday starter, breaking the school record for strikeouts by a freshman. The 6-foot-2, 195-pound righthander pitches in the low 90s, touching 95-96 mph, with a mid-70s 12-to-6 curveball as his main out pitch, and he has feel for low-80s changeup with fade. Some scouts are lower on his curveball than others, and he's still searching for consistency in his stuff and command post-injury. But when Webb has put it all together this spring, he's been one of the Southeastern Conference's most dominant starters.

Track Record: Webb was projected to be a high pick out of Owasso (Okla.) High in 2014 after throwing consecutive no-hitters to start his senior season, but he injured his elbow in his third start and had Tommy John surgery. He spent one year rehabbing and one year pitching at South Carolina before the Brewers drafted him in the third round in 2016 and signed him for $700,000. After a fine pro debut at low Class A Wisconsin, Webb moved up two levels to Double-A in 2018.
Scouting Report: Webb's stuff is progressively coming back. His fastball sits 91-93 mph and can reach 96 mph, and he gives batters a different look with a mid-80s two-seamer. Webb's big out pitch is a 12-to-6 curveball that buckles knees in the mid- to upper 70s, but there's also days it's below-average and loopy at 72-74 mph. He has worked to improve his mid-80s changeup. Webb's command of all three pitches has improved, but there is still work to be done.
The Future: Webb will start 2019 back at Double-A Biloxi. He gets a little better every year, a trend the Brewers hope will continue enough to make him a back-end starter.

The 6-foot-2, 199-pound Webb is the latest in a long line of talented players at Owasso (Okla.) High, which has produced first-rounders such as Dylan Bundy (2011) and Pete Kozma (2007). Webb won't be a first-rounder, but he could be a premium pick after two years at South Carolina after undergoing Tommy John surgery this spring. Webb had two no-hitters this spring to open the season and has a quick arm that produces three average pitches, including an 88-91 mph fastball that touches 93. He throws a curveball and changeup that both have shown potential. He has long arms and an athletic build and will be eligible as a sophomore in two years, as he's already 19.
