Kipper spent one year at Texas Christian after a two-year stint at Central Arizona JC, and while there he helped the Horned Frogs make it to the College World Series in 2014 by going 8-3, 3.23. The Angels signed the 2014 ninth-round pick for $147,700, and Kipper pitched sparingly as a reliever at Rookielevel Orem because of his college workload. The Angels plan to develop Kipper as a starter because he pounds the bottom of the zone with an average fastball at 90-91 mph with plus sink. He also keeps his average slider, a separator pitch for him that he delivers 83-84 mph, down in the zone. Kipper's changeup, which is used infrequently, is a below-average pitch that averages around 83 mph. Improvement to his changeup will be one of the keys to his future in the rotation. Kipper throws with a compact, effortless, three-quarters delivery and short arm action, and he should be ready for a full-season assignment in 2015.
