The Devil Rays made Garibaldi a starter in 1999 to give him as many innings as possible to develop his breaking ball. He had missed some time with injuries in 1998, and Tampa Bay hoped the extra work also would enable him to build up arm strength. Garibaldi responded as hoped by improving his fastball to a consistent 93-94 mph. He also has made steady strides with his slider, though that pitch as well as his changeup continue to need work. Garibaldi has a soft body but showed some improvement with his stamina last year. While he could wind up back in the bullpen, Garibaldi is expected to pitch in Orlando's starting rotation this season.
