Costeiu joined Arkansas in 2021 after two years at Sacramento City (Calif.) JC. He proved a useful part of the Razorbacks bullpen, although a rough final outing (four earned runs in one inning against N.C. State in the Super Regional) added a full run to his ERA, boosting it to 5.10. Costeiu demonstrated he can get above hitters’ bats with elevated fastballs. His 93-95 mph fastball has solid spin and good movement qualities. His curve will flash plus, although it’s not consistent enough to be confident he will ever turn it into a true plus pitch. Costeiu has fringe-average command that needs to improve, but he has the makings of being a productive pro reliever.

BA Grade: 40/Medium
Track Record: A two-year starter for Sacramento City (Calif.) JC, Costeiu transferred to Arkansas for his junior season where he worked as a high-leverage reliever. The Angels liked his data-driven arsenal in the seventh round of the 2021 draft and signed him to a near-slot $220,500 bonus. Costeiu struck out 41.9% of hitters in his pro debut between Class A affiliates. He returned to High-A in 2022 with solid results until a mid-July elbow injury required Tommy John surgery and ended his season. He missed all of 2023 and did not throw off a mound before instructional league play.
Scouting Report: The 6-foot Costeiu is a pitchability righty. He works primarily off his high-spin fastball that sits 92-94 and can reach 95. He works the ball north-to-south with top-of-the-scale carry. His low-80s circle changeup regularly grades plus as a swing-and-miss or weak contact weapon in his arsenal. He has confidence in an upper-70s, big-breaking curveball that he uses as a setup pitch, though its shape--which he had started to alter before the injury--makes it a fringe-average offering. He works around the zone with fringe-average control, with fastball command improvements needed to keep his rotation upside.
The Future: The Angels will keep Costeiu on a starter track, but his size and limited track record of health could ultimately push him to a middle relief role, where his two above-average pitches could be effective against both righties and lefties. He’s expected to make a fully healthy return in 2024.

The Angels were intrigued by Costeiu's pitch data and drafted him in the seventh round in 2021, signing him for $222,500. Scouting Report: Costeiu is a 6-foot righthander with two plus pitches and a good feel for using them. He works mostly off a 92-95 mph fastball that he elevates for a strikeout pitch. Despite its average velocity, Costeiu's fastball receives high marks for its high-spin efficiency and late movement with 19-20 inches of carry. Costeiu's best secondary is a low-80's changeup that regularly flashes plus and gets swings and misses. An emphasis in Costeiu's development is his fringe-average curveball, which he throws as a setup pitch and has adjusted the shape of. He has thrown it more in pro ball than he did in college and could see continued gains with more use. Costeiu works around the strike zone but has fringe-average control.
The Future: Costeiu's arsenal is best suited for middle relief, but the Angels view him as a potential back-end starter as he gets stronger and develops his curveball. He'll move to Double-A in 2023.
