Staine pitched for Maryland for two seasons before heading down south and transferring to Central Florida, where he had a breakout season during 2022. After posting a 6.49 ERA for Maryland in 2021, Staine posted a 1.87 ERA over 43.1 innings this spring, striking out 51 batters (27.7 K%) and walking 21 (11.4 BB%). The 6-foot-4, 200-pound righthander has dealt with back and blister issues this spring, but when healthy he’s shown electric stuff. His fastball sits in the 92-94 mph range and has been up to 97, with solid riding and running life. He throws two breaking balls: a low-80s slider that flashes above-average with short, two-plane break and a slower and loopier curveball in the mid 70s that will blend in shape at times. Staine will also throw a very rare changeup that needs plenty of work. Staine has athleticism and physical projection remaining, with solid strike-throwing ability now despite a lengthy arm stroke that features some plunge and extended action in the back. On top of his spring performance, Staine also pitched well in a 15.1-inning stint in the Cape Cod League with Brewster in 2021—posting a 2.35 ERA with 16 strikeouts and just four walks.

BA Grade/Risk: 40/High
Track Record: After a difficult 2021 campaign with Maryland, Staine entered the transfer portal and headed to Central Florida, where he joined the Knights' rotation. He made a dozen starts in the spring of 2022, going 4-1, 1.87 with 55 strikeouts to 22 walks over 43 innings. The Rockies selected Staine in the fourth round and signed the righthander for $400,000. After dealing with blister and back issues throughout the spring, the Rockies shut Staine down post-draft.
Scouting Report: A tall athletic righthander with a deceptive delivery, Staine is a fiery competitor with plenty of projection remaining. He features a long arm action with a plunge and fires from a high three-quarters slot. He mixes four pitches, but primarily works off of his fastball and pair of breaking balls. His four-seam fastball sits between 92-94 mph and touches 97 mph with ride and run. His low-80s slider with two-plane break is his primary secondary and plays well off of his fastball. He'll show a mid-70s curveball with more depth and loopy shape. His command has been fringe at times and leads to some questions around his strike-throwing due to his inability to repeat his operation.
The Future: Staine will be given every chance to prove he's a viable starter prospect, but his fastball and slider combination likely plays best in a relief role.
Scouting Grades: Fastball: 50. Slider: 55. Curveball: 40. Changeup: 30. Control: 45.
