After barely playing at a freshman at Oklahoma State, Milligan transfered to Cowley County (Kan.) JC. Blessed with a strong arm and surprising power for a 5-foot-10, 150 pounder, Millgan stole 30 bases in 30 tries for Cowley this year and also set a school record with nine triples. He hit .453/.571/.692 with five home runs. He was named to the JUCO Division I All-World Series team after hitting .500 at the JUCO World Series. Milligan was a catcher for Cowley, but he's also played outfield and has some defensive versatility. He's signed with Southern Miss.

Track Record: Milligan began his college career at Oklahoma State but didn’t play much. He transferred to Cowley County (Kan.) JC, where he hit .453, stole 30 bases and set a program record with nine triples before the Braves selected him in the ninth round. He signed for $197,500 and has developed into a speedy and versatile defender. He spent most of the 2023 season with Double-A Mississippi, where he hit .280/.377/.414 with 23 stolen bases.
Scouting Report: Milligan is a small and lean lefthanded hitter who doesn’t project to have much offensive impact in the big leagues, but he can control the strike zone, make plenty of contact and consistently put together scrappy at-bats. His 78% overall contact rate and 87% in-zone contact rate were among the better marks in Atlanta’s system, and while he has well below-average raw power, he should be able to turn a few gapped singles into doubles and challenge opposing infielders with his speed out of the box. He’s a double-plus runner and instinctual base stealer, and some scouts believe he could have big league value in a postseason pinch-running role. He’s an above-average defender in center field and can play all three outfield positions and second base.
The Future: Milligan doesn’t have the offensive chops to profile as a regular, but he does enough things well to potentially fit as a bench piece.
