TRACK RECORD: Signed out of Venezuela in 2018, Segovia made his debut in the Dominican Summer League as an 18-year-old. He pitched to a 1-2, 0.59 mark with 18 strikeouts and 10 walks in 15.1 innings and converted five saves. In 2019, Segovia went 1-2, 2.43 with 39 strikeouts and just 10 walks in 29.2 innings in the Rookie-level Gulf Coast League. Like countless other minor leaguers, Segovia lost a valuable year of service time in 2020 with the lost season, but still managed to impress at instructional league in the fall.
SCOUTING REPORT: The 6-foot-1, 208-pounder was sitting 88-91 mph on his fastball when he signed as a teenager, but now is up to 94-96 mph and hit 97 mph at instructs. The plus offering gets plenty of movement and induces swings and misses. He complements it with a slider that sits in the mid 80s and a low-80s changeup that is rarely used as a third pitch. Segovia will need to improve his changeup and keep his control in check, but the Phillies will give him every opportunity to start.
THE FUTURE: Even with a year of development gone, Segovia will still be 21 years old for the entire season. He should make his full-season debut in 2021.
