Rios began his collegiate career at Maryland, throwing 19 2/3 innings as a freshman. He spent the summer in the New England Collegiate Baseball League, where he ranked as the No. 1 prospect, and transferred to Florida SouthWestern JC for his sophomore year. Rios has a big arm, but has struggled with his command, walking 49 and striking out 69 in 56 2/3 innings this season. He runs his fastball up to 94 mph, and pairs it well with a hard slider. He also throws a changeup and curveball, but both offerings lag behind his fastball and slider. He is much more of a thrower than a pitcher at this stage of his development, and his effortful delivery will likely relegate him to the bullpen. While Rios has struggled this season, lefthanders throwing 94 mph are hard to find and a team may be inclined to give Rios a chance to work through his control problems. If not, he is committed to Miami.

Rios was part of a strong crop of Northeast prep arms before transferring to the IMG Academy, where he spent the fall semester, but then he returned to Connecticut this spring. Evaluating Northeast talent as one of the worst winters in the history of the area dragged into the spring has been tough, but Rios has shown flashes and offers upside. His fastball sits 88-92 mph with riding life when up in the zone, touching 93-94. Scouts like how he pitches off his fastball and attacks hitters, with the ability to locate his heater to either side of the plate. His secondary stuff lags behind. He offers both a curveball and slider, with the slider flashing average. Although Rios rarely uses his changeup in game action, it is likely his best secondary offering. He has pitching instincts and strike-throwing ability but can lose his delivery, which causes his stuff to flatten out. His lack of a consistent breaking ball holds him back in scouts' eyes and causes some to project him as a reliever. The 5-foot-11, 186-pound Maryland commit has a strong, compact and athletic build.
