High School Pitch Count Rules By State
The following is a look at how all 50 states are handling pitch count rules at the high school level in 2017. Only two states that sanction baseball do not have pitch limits for 2017–Massachusetts does not follow National High School Federation rules for baseball and Connecticut has days of rest restrictions but no pitch limits. Four states do not sanction high school baseball. Strictest States: Arizona, Maryland and Florida follow Pitch Smart recommendations by mandating stricter limits for younger high school pitchers. Both also follow Pitch Smart recommendations for days of rest. Laxest States: Massachusetts does not limit pitches. Connecticut does not limit a pitcher’s maximum pitches in any one outing, although it does have rules for days of rest after pitching based on pitch counts. Oklahoma’s pitch limit says that no pitcher may begin an inning after the reach 120 pitches, so a pitcher can pitch well more than 120 pitches in an outing. Louisiana adopted pitch limit rules, but delayed implementation until 2018. New York allows a pitcher to throw up to 125 pitches in a playoff game and pitchers can return on only two days rest after as many as 95 pitches.
