2016-17 International Slot Values And Bonus Pools
Teams have received their bonus pools and individual slot values for the 2016-17 international signing period, which opens in three months on July 2.
Each team’s bonus pool is comprised of four slot values, plus a base allocation of $700,000 for each team. There are 120 slot values, with the pools and slot values determined based on reverse order of major league winning percentage the previous season. So the Phillies, who finished with the worst record in 2015, have the highest bonus pool—comprised of slots No. 1, 31, 61 and 91—while the Cardinals get the lowest bonus pool and slots No. 30, 60, 90 and 120 after recording the best winning percentage during the regular season.
The main number that teams care about is the overall bonus pool, which they are free to spend however they want, with penalties for exceeding their pool. The main importance of the individual slot values is if a team wants to trade for additional pool space. Teams are allowed to trade for up to an additional 50 percent of its original pool allocation, so a team that starts with a $2 million pool is allowed to trade for up to $3 million in pool space. However, to acquire more pool space, a team can’t just trade for $1 million from another club—it must trade for the other team’s individual slot values.

Ten teams that have gone over their bonus pool in previous signing periods will be unable to sign a pool-eligible player for more than $300,000 during the upcoming 2016-17 signing period: the Angels, Blue Jays, Cubs, Diamondbacks, Dodgers, Giants, Rays, Red Sox, Royals and Yankees. They are still allowed to spend their full pool allotment or trade any of their individual slot values.
