Matter has never had an eye-popping back of the baseball card, but has always had loud pure stuff. Lack of command has held Matter back for most of his college career, and that remained the case this spring in his third season with Washington. He posted a 3.91 ERA over 25.1 innings, with a 28.8% strikeout rate and a career-high 18.6% walk rate. Matter is listed at 6-foot-2, 180 pounds and threw a 93-95 mph fastball more than 70% of the time this spring. The pitch has been up to 97, with solid riding life and running action. Matter throws his secondary offerings sparingly, but both his hard slider in the mid-to-upper 80s and sharp, 12-to-6 curveball with big depth around 80 mph flash plus. He has a thick lower half and fast arm speed while throwing from a high, three-quarter slot. Command is something that Matter will need to figure out, but he has a chance for three above-average pitches and could be a power reliever in pro ball.
