Foley is a power-armed righthander who pitched exclusively out of the bullpen for Indiana in 2023 before moving into a starter role during his draft-eligible 2024 season. He posted a 4.71 ERA over 63 innings and 14 starts with a 29% strikeout rate and 17.3% walk rate. Listed at 6-foot-5, 225 pounds, Foley has an elite frame on the mound and throws from a three-quarters slot and crossfire delivery. After pitching off his fastball about 85% of the time in a reliever role, Foley dropped that back to about 60% in 2024 as a starter while upping his usage of a mid-80s slider and low-80s changeup. The heater remains the focal point of Foley’s operation and averaged 93-94 mph and has been up to 99 with above-average riding life. His changeup was his most impressive secondary this spring and featured impressive armside fading life and helped him generate a 52% miss rate—the best of any of his pitches. His mid-80s slider features short and tight two-plane action and could become a solid-average offering. Despite Foley’s relative success as a starter this spring, he is a well below-average strike-thrower who might fit best in the bullpen where he’ll be able to pitch closer to his top-end fastball velocity.
